ICT policy priorities for collaborative work between Brazil and Europe is focusing on cloud computing with a view to reducing barriers to adoption and advancing cloud-centric applications for big data. Barriers identified range from lack of common, standardised approaches to security levels to lack of common standards for interoperable cloud services. Cross-border co-operation is vital to addressing these challenges.
With this in mind, EUBra-BIGSEA has defined a preliminary action plan to drive forward common actions across diverse initiatives taking place in Brazil and Europe that place emphasis on tackling the societal and technical barriers to the uptake of cloud-based services.
The action plan sets out the challenges that EUBra-BIGSEA is seeking to address in terms of big data, smart cities and urban mobility, quality of service, security and privacy for the free flow of data, as well as standardisation, interoperability and portability. The free flow of data is one of the priority actions for the European Digital Single Market expected to unleash unprecedented business opportunities in the data economy. Challenges related to the free flow of data span legal aspects, technological barriers, standardisation and low understanding among citizens of data privacy and data usage.
For each of these major challenges, EUBra-BIGSEA has identified specific best practices and initiatives that can help build trust and confidence in cloud computing and thereby unleash new business opportunities and help tackle environmental and social challenges. Collectively, the identified synergies therefore represent important opportunities to strengthen co-operation across borders and maximise impact of the actions taken.
Synergies proposed in the Plan include:
- Big Data – Research Data Alliance
- Security and Privacy – EU-BR SecureCloud, EUBrasilCloudFORUM and EC’s Cluster on Data Protection, Security and Privacy.
- Smart Cities – Open and Agile Cities Task Force and FIWARE MUNDUS.
- Standards, Interoperability and Portability – CloudWATCH2.
The Final Research & Innovation Action Plan (D2.5) will be published in late December 2017. Its focus will be on updating the analysis of the challenges and the potential socio-economic impact of the research and innovation roadmap proposed by EUBra-BIGSEA.
