"Realising the European Open Science Cloud" is the first report of the Commission's High Level Expert Group on the European Open Science Cloud (HLEG EOSC).
The European Open Science Cloud (EOSC) is an initiative aimed at accelerating and supporting the current transition to more effective Open Science and Open Innovation in the Digital Single Market. It should enable trusted access to services, systems and the re-use of shared scientific data across disciplinary, social and geographical borders.
In September 2015 the Commission appointed the High Level Expert Group to advise on the scientific services to be provided on the EOSC and on its governance structure.
The report delivered includes 15 specific recommendations for the preparatory phase for designing the European Open Science Cloud and approaches the EOSC as a federated environment for scientific data sharing and re-use, based on existing and emerging elements in the Member States, with light-weight international guidance and governance, and a large degree of freedom regarding practical implementation.
Creating the European Open Science Cloud is one of the key actions undertaken by the Commission as part of the European Cloud Initative. The EOSC will answer the needs of researchers and their global their global scientific collaborators by integrating and consolidating e-infrastructure platforms, federating existing scientific clouds and research infrastructures, and supporting the development of cloud-based services.
